California law requires NineX19 to complete additional compliance steps before shipping certain firearm parts and accessories to California customers. Depending on the products ordered, the customer must complete identity verification or arrange delivery through a licensed California firearms dealer.

This page explains why these requirements apply, how the verification process works, and how NineX19 handles the personal information collected during that process.

California Laws Requiring This Process

California Assembly Bill 1263

California Assembly Bill 1263, codified in relevant part at California Civil Code Sections 3273.50 and 3273.51(e), establishes additional requirements for sales or deliveries of covered firearm accessories, firearm-manufacturing machines, and unattached firearm barrels in California or to California residents.

Before completing an affected sale or delivery, the law requires the seller to:

  • Provide the purchaser with a clear and conspicuous legal notice.
  • Obtain the purchaser’s acknowledgment that the notice was received and understood.
  • Verify the purchaser’s identity and that the purchaser is at least 18 years old.
  • Ship only to an address matching the purchaser’s identification.
  • Require proof of identification and the purchaser’s signature at delivery.
  • Conspicuously label the package with the required delivery wording.

AB 1263 took effect January 1, 2026.

California Senate Bill 704

California Senate Bill 704, codified at California Penal Code Sections 16525 and 33700, separately regulates the sale and transfer of firearm barrels.

California Penal Code Section 33700 requires the sale or transfer of an unattached firearm barrel to be completed in person through a properly licensed firearms dealer. NineX19 therefore ships California barrel orders to a verified California FFL rather than directly to the customer.

Beginning July 1, 2027, additional purchaser-eligibility checks, transaction records, and California Department of Justice reporting requirements will apply to firearm-barrel transfers.

These requirements are why affected California orders are placed on hold while NineX19 completes identity verification or confirms an eligible FFL delivery location.

California Legal Notice

California law generally prohibits engaging in the following conduct without a valid license to manufacture firearms:

  • Manufacturing more than three firearms per calendar year in California.
  • Manufacturing a firearm using a three-dimensional printer or CNC milling machine.
  • Manufacturing a firearm for the purpose of selling or transferring ownership of that firearm to another person without a license to manufacture firearms.
  • Manufacturing a firearm for the purpose of selling, loaning, or transferring that firearm with the intent to complete the transaction without a required background check initiated by a licensed firearms dealer.
  • Allowing, facilitating, aiding, or abetting the manufacture of a firearm by a person legally prohibited from possessing firearms.
  • Manufacturing or causing the manufacture of assault weapons, machineguns, undetectable firearms, unserialized firearms, unsafe handguns not listed on the California Department of Justice roster, or other generally prohibited weapons.

Customers purchasing affected products must confirm that they received and understand this notice before NineX19 can complete the order.

Orders Requiring Customer Identification

For an affected product shipped directly to a California customer, NineX19 must verify:

  • The purchaser’s identity.
  • That the purchaser is at least 18 years old.
  • That the name and delivery address match the purchaser’s government-issued identification.
  • That the purchaser received and understood the California Legal Notice above.

The customer must complete NineX19’s California Customer Identity Verification form and upload clear images of a valid government-issued photo ID.

The verified name and address must match the name and shipping address associated with the order. NineX19 cannot ship an affected direct-delivery order to a different address.

Delivery Requirements

Affected direct-delivery packages will be shipped using a carrier service requiring identification and an adult signature at delivery.

The purchaser should be available to receive the package and must present acceptable identification to the carrier. The carrier may refuse delivery when the required identification or signature cannot be obtained.

The package will also display the following wording required by California law:

Signature and proof of identification of person aged 18 years or older required for delivery.

Additional shipping charges may apply because of the required signature service and compliance handling.

Orders Requiring an FFL

Products requiring delivery through a Federal Firearms Licensee cannot be shipped directly to the customer.

The customer must provide the name and contact information of a California FFL willing to receive the order. NineX19 will verify the dealer’s license and delivery information before changing the order’s shipping address to the approved FFL.

Customers should contact their selected dealer before submitting the dealer’s information. The dealer may charge transfer, processing, storage, background-check, or other fees. These dealer fees are separate from the amount paid to NineX19 and are the customer’s responsibility.

An order containing both an FFL-required product and an identity-verification product will follow the FFL delivery process.

What Happens After Checkout

Affected California orders are automatically placed on hold for compliance review.

NineX19 will email the customer with a link to the applicable identity-verification or FFL-submission form. The order will remain on hold until the required information has been received, reviewed, and approved.

A temporary authorization may appear on the customer’s payment method, but NineX19 does not capture the payment until the required verification is completed and the order is approved for fulfillment.

If the required information is not received within 10 days, NineX19 may cancel the order and void or refund the payment authorization, as applicable. The customer will not be asked to send complete payment-card information to NineX19.

Information We Collect

Depending on the order and required verification method, NineX19 may collect:

  • Order number.
  • Customer name and email address.
  • A copy of the customer’s government-issued identification.
  • Date of birth and address displayed on the identification.
  • The customer’s acknowledgment of the California Legal Notice.
  • The customer’s typed legal name.
  • Submission date, time, and IP address.
  • FFL name, address, contact information, and license information when dealer delivery is required.

NineX19 collects this information to process the order, document compliance, verify identity and age, prevent fraud, maintain necessary business records, resolve disputes, and respond to lawful requests.

How Identification Files Are Handled

NineX19 seeks to collect only the information reasonably necessary to process and document the affected transaction. We take the following steps to limit unnecessary access, disclosure, and duplication:

  • Uploaded identification files are stored within access-restricted form storage.
  • Identification files are not intentionally published in the public WordPress Media Library or any publicly browsable website gallery.
  • Direct access to uploaded identification files is restricted.
  • Access is limited to authorized NineX19 administrators who require the information to review or document the order.
  • Identification files are not attached to routine email notifications.
  • Notification emails identify the applicable order without including copies of the customer’s identification.
  • NineX19 avoids creating or distributing unnecessary copies of identification files.

No online storage system can guarantee absolute security. NineX19 nevertheless takes reasonable administrative and technical measures intended to protect information submitted through this process.

Payment Information

NineX19 does not receive or store complete credit-card numbers or card security codes through its California verification forms.

Payment information is submitted through and handled by our payment processor, Authorize.net. NineX19 receives only the transaction information needed to manage the order, such as the authorization status, transaction number, amount, and limited card information.

Customers should never upload or email photographs of payment cards or send complete card numbers through a California verification form, customer-support form, or ordinary email.

Data Retention

NineX19’s policy is to minimize the amount of personal information collected and to retain it no longer than reasonably necessary.

Information related to California compliance may be retained when reasonably necessary to:

  • Document compliance with applicable laws.
  • Maintain required transaction and business records.
  • Respond to an audit, subpoena, court order, or other lawful request.
  • Prevent or investigate fraud.
  • Resolve a chargeback, warranty claim, dispute, or legal claim.
  • Protect the legal rights of NineX19 and its customers.

Because legal and recordkeeping obligations may apply, NineX19 cannot guarantee immediate deletion of information associated with a completed or disputed transaction. Information that is no longer required will be securely deleted or rendered inaccessible in accordance with NineX19’s applicable retention procedures.

Customer Privacy Requests

Customers may contact NineX19 to ask what information was submitted through the verification process, report an error, request a correction, or request deletion of information that is no longer required.

A request may require additional identity verification before NineX19 can disclose, correct, or delete information. NineX19 may deny or limit a request when retaining the information is reasonably necessary to comply with law, document the transaction, prevent fraud, resolve a dispute, or protect legal rights.
